Recently, scholars of smart cities (urban models to solve urban problems and improve citizens' quality of life using advanced information technology) argue that it is necessary to aim at an open smart city based on demander centricity for sustainable operation of smart cities, and for this purpose, it is necessary to reflect the opinions of the private sector in design and operation of smart cities. Under this awareness of the issue, the purpose of this study is to present governance innovation measures for sustainable operation of smart cities from a demander-centric perspective. In particular, this study focuses on collaborative governance as an influential factor of smart city performance and uses types and requirements of collaborative governance as the theoretical resources to analyze current status and problems of smart city governance and suggest improvement measures. To this end, this study identifies the current status, problems, and improvement measures of smart city governance through Delphi method on experts and presents the governance innovation measures for sustainable operation of smart cities. According to the analysis results, these governance innovation measures are presented as the public-centric, private-centric, and public-private collaborative governance innovation measures from a comprehensive and systematic perspective.

In this study, we examined factors affecting the political consumption of ordinary citizens by focusing on their ethical consumption and boycott. Using data from the Korea Social Integration Survey during the Park Geun-hye (2015) and Moon Jae-in administrations (2019), we conducted logistic regression analyses. The results showed that an individual’s perception of their own political participation had the greatest effect on political consumption behavior. In 2015, we observed positive relationships between political efficacy and boycott, as well as between voting intention and ethical consumption. However, in 2019, the two political awareness variables (i.e., political efficacy, voting intention) showed a significant positive relationship with both ethical consumption and boycott. Recently in Korea, individuals’ political perceptions and consideration of social norms are more actively expressed through participatory behavior compared to a few years ago. We also tested the time-varying effects of determinants such as current life perception future state development prospects, and opinions on socioeconomic justice, on political consumption. However, we could not find stronger outcomes than political awareness. In summary, these results imply that a comprehensive understanding of political and social phenomena should be based on accurate observations of the increasing level of civic consciousness and participation.

The government is seeking to apply artificial intelligence (AI) technology in the public sector to enhance administrative efficiency and improve public services. This study aimed to investigate the factors that affect public employee’s perception of AI effectiveness. The findings of the analysis can be summarized as follows. First. higher levels of the importance of AI laws and institutions, political support, and greater government capacity to utilize AI technology positively impact the perceived effectiveness of AI. Second, for central government employees, the importance of AI laws and institutions, the decision maker's interest in AI and their perception of government capabilities have a positive influence on AI effectiveness. Third, for local government officials, a greater perception of the importance of AI laws and institutions positively affects on AI effectiveness. As we enter the era of the Fourth Industrial Revolution, there is a growing interest in the use of disruptive technologies within the public sector. Therefore, this study has identified the factors that influence utilization and effectiveness of AI in the public sector.

This study analyzes the trend of centralized politicization in the 8th local elections. In particular, attention is paid to the relationship between the centralized politicization of local elections and the low level of civic participation(voting rate and non-voting election, etc.). This study differs from previous studies in that it analyzes election participation activities in virtual space through network analysis methods in addition to existing methods that have studied the impact of centralized politicization on local elections. The main results of the analysis are as follows. As in previous local elections, centralized politicization occurred in the 8th popular election in terms of turnout, the number of non-voting electors, major issues during the election period, and the contents of power user activities in virtual spaces. In other words, it was confirmed again that he was buried in central political issues rather than paying attention to local policy issues during the local elections. Moreover, the centralized politicization of novel media related to local elections has a new negative impact. The centralized politicization of local elections seems necessary to come up with fundamental measures in that local issues are shunned along with the moral hazard of the elected and become a vicious cycle of low civic participation.

This study aims to find a way that prevents human resources from leaving, by analyzing factors which affect turnover intentions of admission officers(AO) who deal with affairs regarding entrance exams. We tried to figure out which aspects of job characteristics and role perceptions affect turnover intentions. By conducting a survey, we found out that diversity of function, task identity and importance of task negatively affected turnover intentions, whereas effects of role conflict and role ambiguity were the opposite. This suggests providing opportunities for AO to demonstrate their capabilities, participating actively throughout all process of programs, and acknowledging the importance of mutual influences in communication among AO are necessary for fair and trustworthy entrance affairs. Implications in terms of normalization of public education should be emphasized as well.
